Interesting that we have several laws governing the use of vehicles with unsafe tires, yet there are so many accidents due to fuckwads who drive their garbage around with bald assed tires on them.

I'll probably get a warning for the exhaust behind the turbo'ed FB this year, even though the statute doesn't state what the db is for ticketing.

Minnesota kind of has 2 exhaust rules.
    • One that says there is a DBs limit
    • One that says if the exhaust is louder then the overall vehicle noise, it is illegal. (this becomes a cops discretionary call)
    • There is also federal law that makes it illegal when altering (removing your cats) on your exhaust

    169.693 MOTOR VEHICLE NOISE LIMITS.
It is unlawful to operate a motor vehicle in violation of motor vehicle noise rules adopted by the Pollution Control Agency.
(See 7030.1060 NOISE LIMITS FOR OTHER VEHICLES below)

    169.69 MUFFLER.
Every motor vehicle shall at all times be equipped with a muffler in good working order which blends the exhaust noise into the overall vehicle noise and is in constant operation to prevent excessive or unusual noise, and no person shall use a muffler cutout, bypass, or similar device upon a motor vehicle on a street or highway. The exhaust system shall not emit or produce a sharp popping or crackling sound. Every motor vehicle shall at all times be equipped with such parts and equipment so arranged and kept in such state of repair as to prevent carbon monoxide gas from entering the interior of the vehicle.

"Pollution Control Agency" - 7030.1060 NOISE LIMITS FOR OTHER VEHICLES.
Motor vehicle noise limits for any other motor vehicle not included under parts 7030.1040 and 7030.1050 and any combination of vehicles towed by such motor vehicle.

Removal of Catalytic Converters is illegal because of a Federal Law

    Clean Air Act" 203 (a) (3)
for any person to remove or render inoperative any device or element of design installed on or in a motor vehicle or motor vehicle engine in compliance with regulations under this subchapter prior to its sale and delivery to the ultimate purchaser, or for any person knowingly to remove or render inoperative any such device or element of design after such sale and delivery to the ultimate purchaser; or

True with collector plates, rules being:

Vehicles registered in any of the collector classes are restricted to operation solely as a collector item. These vehicles cannot be used for general transportation purposes. (A DD)

May be displayed on any motor vehicle (except recreational) that is at least 20 model years old and manufactured after 1935.

At the time of application, owners must certify that they have one or more vehicles registered with regular Minnesota license plates.
